·         Have you heard anything about the federal government’s immigration targets for the next three years? What have you heard?

o    In the fall the Government of Canada announced plans to admit 485,000 immigrants as permanent residents in 2024, followed by 500,000 in each of 2025 and 2026. This represents about 1.2% of Canada’s population each year. Do you feel that would be too many, too few, or about the right number of immigrants coming to Canada? Why?

§  IF TOO MANY: Would you say you’re more concerned about the number of immigrants coming to your city or town, or to Canada as a whole?

o    SHARE ON SCREEN: The 485,000 new permanent residents in 2024 includes:

1.       58% economic immigrants selected because of their skills, education or experience, and their immediate family members (spouses/partners/children)

2.       24% family members of people already in Canada, such as spouses/partners/children (17%), and parents and grandparents (7%)

3.       19% refugees and humanitarian admissions, including persons resettled from overseas, successful asylum claimants, and persons selected on humanitarian and compassionate grounds

o    Do you have any reactions to what you’re seeing on screen? Does anything stand out?

o    Why do you think the government has set these targets?

o    FOR MODERATOR INFO (ONLY SHARE IF ASKED): Canada admitted 470,000 immigrants as permanent residents in 2023.

o    FOR MODERATOR INFO (ONLY SHARE IF ASKED): In 2023, around half of new Permanent Residents were already living in Canada as Temporary Residents when they became Permanent Residents. The rest are people who applied from their home country and moved to Canada as Permanent Residents.

o    What types of skills, education or experience do you think new permanent residents should have?

§  IF NEEDED: Education like primary & secondary teachers and daycare providers, health care like doctors or nurses, skilled trades like builders, construction workers, electricians or plumbers, or specialized job skills like meat and seafood processors, oil field workers or information technology workers.

§  Should we prioritize people with business skills and experience, who could start companies in Canada and create jobs?

§  IN FRENCH GROUPS, IF NEEDED: How about specifically francophone primary & secondary teachers and daycare providers?

·         Have you heard anything about people sponsoring their parents or grandparents to immigrate to Canada?

o    Hundreds of thousands of permanent residents and citizens of Canada have expressed interest in sponsoring their parents or grandparents to immigrate to Canada. Only 32,000 parents or grandparents are expected to be able to be sponsored in 2024. How do you think applications should be prioritized?

§  First-come-first-served? Random draw?

o    The annual target for sponsored spouses/partners/children is set much higher (IF NEEDED: 82,000) than for parents and grandparents. This allows applications for spouses/partners/children to be processed faster, and avoids significant backlogs. What do you think of this approach?

·         Have you heard anything recently about Canada’s efforts to help people living in conflict zones come to Canada?

o    IF NEEDED: Have you heard anything about Sudan? How do you feel about that?

§  IF NEEDED: Canada announced a new family-based humanitarian pathway, which allows Canadians to sponsor immediate family members from Sudan to become permanent residents of Canada.

o    IF NEEDED: Have you heard anything about Gaza? How do you feel about that?

§  IF NEEDED: Canada announced temporary immigration measures for Gazans who have family members in Canada, giving them free access to expedited temporary resident visas.

o     Each year, Canada resettles a number of refugees from overseas as new permanent residents. This includes, for example, people coming to Canada from Afghanistan and Eritrea. These individuals receive direct support from the government and-or private sponsors to get established in Canada after arriving. In addition to this, Canada has offered shelter to people from Ukraine and Gaza through the use of temporary resident visas. At a minimum, this provides people with temporary protection in Canada. How do you feel about these two different approaches?

§  Do you think there should be a limit to the number of temporary resident permits offered in these situations?

·         Have you heard any federal government announcements about Francophone immigration outside of Quebec? What have you heard?

o    IF NEEDED: The federal government has announced that it will increase the proportion of new permanent residents admitted outside of Quebec who speak French (from 4.4% last year to 6% this year and 8% in 2026).

§  How do you feel about this?

Next, I’d like to talk about temporary residents living in Canada, such as temporary foreign workers or international students.

·         Have you heard any federal government announcements about temporary foreign workers or international students? What have you heard?

o    The federal government has decided to cap the number of new international students it will admit in 2024.

§  How do you feel about this?

§  What do you think the impact will be? For your city, your province, for Canada?

§  FOR MODERATOR INFO (ONLY SHARE IF ASKED): The cap is set at 360,000 new international students. A portion of the cap will be allocated to each province and territory, proportional to population. Provinces and Territories will then allocate to learning institutions.

o    The government has increased the amount of funds international students will need to prove they have available to cover their living expenses in Canada during their studies.

§  How do you feel about this?

§  FOR MODERATOR INFO (ONLY SHARE IF ASKED): The amount of funds required was set 20 years ago and had not been updated to reflect increases to the cost of living.

·         Why do you think employers hire temporary foreign workers?

o    FOR MODERATOR INFO (ONLY SHARE IF HELPFUL): While some temporary foreign workers are seasonal/agricultural workers, many live and work in Canada year-round.

o    FOR EACH REASON: Is that good, bad? Who agrees, disagrees? Why do you feel that way?

o    Should temporary foreign workers who have skills that Canada needs be given priority for permanent residency?

§  Do you think that all temporary foreign workers should be able to become Permanent Residents?

o    Temporary foreign workers are typically selected by employers for specific jobs, while permanent economic immigrants are selected by the government for particular industries or fields. [FOR MODERATOR INFO: Temporary foreign workers are screened by the government before being given a work permit.] Do you think it makes sense for Canada to use both approaches? Do you prefer one over the other?

·         There are currently about 2.2 million temporary residents living in Canada. This represents about 5% of Canada’s total population. The number of temporary residents in Canada goes up and down over time. In the past year, the number of TRs in Canada increased from about 1.5 million to 2.2 million.

Le reste des gens ont fait leurs demandes de leurs pays d’origine et sont partis au Canada en tant que résidents permanents.

On prévoit le parrainage de seulement 32 000 parents ou grands-parents en 2024. Comment pensez-vous que les candidatures devraient être hiérarchisées?

§  Premier arrivé, premier servi? Un tirage au sort?

o    L’objectif annuel pour les conjoints, les partenaires et les enfants parrainés est fixé beaucoup plus haut  (AU BESOIN : 82 000) que pour les parents et grands-parents. Cela permet de traiter plus rapidement les demandes des conjoints, partenaires et enfants et d’éviter des arriérés importants. Que pensez-vous de cette approche?

·         Avez-vous entendu parler des efforts récents du Canada à aider les personnes vivantes dans les zones de conflit à venir au Canada?

o    AU BESOIN : Avez-vous entendu parler de Soudan? Que sont vos sentiments à ce sujet?

§  AU BESOIN : Le Canada a annoncé une nouvelle voie humanitaire familiale, qui permet aux Canadiens de parrainer des membres de leur famille immédiate du Soudan pour qu’ils deviennent des résidents permanents du Canada.

o    AU BESOIN : Avez-vous entendu parler de Gaza? Que sont vos sentiments à ce sujet?

§  AU BESOIN : Le Canada a annoncé des mesures d’immigration temporaires pour les Gazaouis qui ont des membres de leur famille au Canada, leur donnant un accès gratuit à des visas de résident temporaire accélérés.

o    Chaque année, le Canada réinstalle des réfugiés provenant de l’étranger comme résidents permanents. Cela comprend, par exemple, les personnes arrivantes au Canada de l’Afghanistan et de l’Érythrée. Ces individus reçoivent du soutien directement du gouvernement et/ou des parrains privés pour s’établir au Canada après son arrivée. En plus, le Canada a proposé de loger les gens provenant de l’Ukraine et du Gaza par les mesures de visa de résident temporaire. À tout le moins, il s’agit de fournir aux gens une protection temporaire au Canada. Que sont vos sentiments par rapport à ces deux approches différentes? 

§  Pensez-vous qu’il devrait y avoir une limite au nombre de permis de séjour temporaire offerts dans ces situations?

·         Avez-vous entendu des annonces du gouvernement fédéral par rapport à l’immigration francophone en dehors du Québec? Qu’avez-vous entendu?

o    AU BESOIN : Le gouvernement fédéral a annoncé une augmentation de la proportion de nouveaux résidents permanents francophones admis à l’extérieur du Québec (de 4,4 % l’année dernière à 6 % cette année et 8 % en 2026).

§  Que sont vos sentiments à ce sujet?

o    Le gouvernement fédéral a décidé de mettre un plafond sur le nombre de nouveaux étudiants internationaux qu’il recevra en 2024.

o    Le gouvernement a augmenté le niveau de fonds dont les étudiants internationaux auraient besoin comme preuve pour les exigences de coût de vie au Canada pendant leurs études.

Au nom du gouvernement du Canada, nous organisons une série de groupes de discussion avec des Canadiennes et des Canadiens pour explorer les préoccupations actuelles d’importance pour le pays. Une variété de sujets seront abordés et nous souhaitons connaître votre opinion.

[EXPLIQUEZ CE QU'EST UN GROUPE DISCUSSION] Environ huit personnes comme vous y participeront, toutes recrutées au hasard, comme vous. Pour leur temps, les participants recevront une rétribution de 125 $. Mais avant de vous inviter à y participer, nous devons vous poser quelques questions pour nous assurer d’obtenir une bonne diversité de personnes. Puis-je vous poser quelques questions?
